The proposal presented interprets the Contest Program through the formalization of an idea that understands Architecture as the art of building a city and an inhabited landscape. In this way, architecture is proposed to materialize the collective as an essential component of society and, in this way, participate in the qualification of an urban space. The principles underlying the project can be summarized as follows:

 

1st - Affirmation of the collective values ​​of urban history with the open and public use of the project implementation area. Participation (donation) of the AO for the city of all.

 

2nd - Introduction of a contemporary image of great visual impact but great transparency to project in the outside the dynamics of the activities of Architects

 

3rd - Create a pedagogical space in which it is possible to demonstrate the sources and potential of the art of building in the enhancement of living in today.

 

4th - Define quantities and quality in balance between resources used and defined results.

 

5th - Maintenance and consolidation of the pre-existence, understood as archaeological material and document of the history of the city of Lisbon.

 

6th - Release the entire soil to make it permeable and integrate plant matter capable of absorbing CO2 and thus contribute to the quality of the environment

 

7th - Maintain the integrity and autonomy of the initial design of the Headquarters (emergency staircase and its relationship with the façade of the travessa do Carvalho), articulating it with the new intervention through the treatment of the gable that marks the current entrance space for the bar from Rua da Ribeira Nova.

 

 

The public and identity image is realized through a volume topped by a terrace / garden that swings towards the Tagus. A transparent volume, on 5 levels above the ground, articulated by a body of vertical accesses / garden launched by a metal net and by a sequence of double-height spaces that interconnect more directly as functions required in the tender program
